Hey. What if Donna's the Master?
We know Harold Saxon has been lurking in the background throughout this new series. We know he was involved in giving the order to shoot down the Racnos. It's surely not outwith his capabilities to track down Donna and set her up as his Plan B. It can even be used to retcon changes in Donna's circumstances and personality at the start of the season: say she's now a high-flying corporate type, in a position of authority, more serious and in control and less flustered than before. Ostensibly this is because she learned and changed after meeting the Doctor. 'You could say,' she might tell him 'that, since I've met you, I became a different person.' But of course the reason is that she actually is a different person - the Master, up to his old body-hopping tricks. This can be slowly gotten across as we see Donna doing ever more out of character things, behind the Doctor's back, as the series progresses (say there's a Sea Devils episode, and Donna/Master leaves behind a communicator thing with a secret message for whatever Sea Devils survive the smackdown the Doc lays on 'em.
The second half of the series with the return of Martha leads to the big reveal, and the last four or five episodes are an epic conclusion as the Doctor, Martha, and Jack battle across reality itself to try and stop the Master using the Sea Devils, Dalek Caan, the Toclafane and the battered remnants of Torchwood to force open the rifts between realities and bring the Dalek Timelords of Parallel Gallifrey into our reality - and under his command!
