It's ridiculous to say Batman doesn't have any powers. For a start, a vast inherited fortune is power.
State-of-the-art-plus technology is power. An IQ comfortably in the genius number is power. Being one of the greatest half-dozen martial artists alive is power.
As for whether Batman is a superhero: as has been said, he and Superman basically started the whole genre off, so yes, generically (and iconographically) he is a superhero.
Whether he behaves heroically or not depends on what mode of Batman you're looking at -- the 1960s TV character is probably the most rigid law-enforcer, and as member of various Justice Leagues he works alongside people you'd have no problem calling straight-heroic. In general terms, whether you thought Batman's actions were heroic would depend on your political views. You might think vigilantism is always wrong and that uninstitutionalised brutality, dealt out according to one individual's sense of a personal moral code, was never a legitimate response to criminality. |
