Cardassians and Romulans are not related. Cardassians evolved from reptiles and conquered Bejor, and are bad Space Nazis. Romulans are a genetic offshoot of Vulcans and aren't so much bad as profoundly self-interested.

Actually, Romulans are a good example of the crypto-racism of Star Trek, because they presuppose that philosophical and cultural differences are genetic. The only difference between Romulans and Vulcans is that Vulcans use logic to rationalize Good, while Romulans use it to rationalize Evil. In Star Trek Land, this resulted in a massive schism long, long ago, and the Romulans went off by themselves and became genetically distinct.

See, I always thought that interesting thing to do with Star Trek races were to come up with political agendas they represented. Federation is America, Kilingons are Russsia, that one's easy. But some of the other ones are way more interesting. For example, I've always thought of the Romulans as China- an isolationist superpower that is way more powerful than anyone knows for sure. Cardassia as cold-war era Germany, what with the crazy level of espionage, playing all sides against each other, being a bit bastardly in general.

That is not so much interesting as face-pulverizingly obvious, Spyder. It is and always has been the whole concept of the show, and it is pretty contemptible: the crypto-Asian Vulcan/Romulans with their slanty e[ar]s and inscrutible philosophy, etc. Really, it's better for everyone if you don't think about it this way.
