A bill is a debt or a form of currency (or a president who likes felatio...) where as William is Will or I am Will.Not fond of it,but, the name came to me in a dream after I asked him what his name was. (I had Red Cityzen ask him if he liked ot...in response,he peed all over her...

She told him "That's it! You're stuck with Willy!")
