More historical fantasy than science fiction, but you can't fail getting yourself a copy of Tsui Hark's "Peking Opera Blues" and "A Chinese Ghost Story".

Still in the Hong Kong catalogue, Andrew Lou's recent "Wesley's Mysterious File" fits your list of requirements almost to the letter.

If animation's all right with you, "Cowboy Bebop - Knocking on Heaven's Door" is absolutely excellent, and again fits the bill - despite being a little dark as a whole. You can track a DvX copy pretty easily these days.

Alan Rudolph's "Trouble in Mind," starring Kris Kristofferson, Lori Singer, Keith Carradine, Divine (in one of his only male roles), Genevieve Bujold and Joe Morton.
It's a weird love triangle (pentangle?) set in a dystopian near future. Noir future. Maybe a cross between Blade Runner, Miller's Crossing and, I don't know, Philadelphia Story or maybe Hal Hartley's "Trust."

The imdb review at the link above just doesn't get the quirky majesty of this one. This Ebert review does.
I will admit, however, that Rudolph has made better films - "Choose Me," while not SF, is fucking brilliant.

Thanks for you recommendations. I ended up renting a movie called CQ. Which pretty much fit the bill minus the violence.

It's about a young film maker in Paris (1969) whose making a Barberalla type sci-fi movie with no ending. He's life is pretty much a mess, his relationship with his girlfriend is falling apart, and as a side project he's filming his sucky life (So most of the real world is in black&white while the Sci-fi future is in color.) Eventually he falls in love with the Barb-character (not exactly the actress) and basically Present and Future, and Real and Fictional meet.

i was just looking at the CQ box last night... 'tis good? i wondered if it was a bit like Irma Vep but as more an american romantic comedy?

Don't leave out the bit about CQ being directed by Roman Coppola, famous for either:

a) being Francis' son
or
b) directing the Vines video

CQ is great. I caught it at a film festival last May. Jeremy Davis is an amazing talent (I'm anxious to see what he does in Solaris).
