Spot the difference. Let's see. One is relatively responsible, balanced and provides the facts. The other is a politically-motivated piece of scare journalism masquerading as a report, criminally irresponsible in the way it bashes harm reduction groups.

Weird, one thing I noticed is that the first one is light on flashy graphics and special magic codewords (DAWN, Drug Abuse Warning Network etc) while the other is just filled with them. Other small thing was that the NDIC report is anonymous, while the other has author bios.
I know which one I'd use, but I wonder who has the bigger promotional budget?
