It's not dead.
It's just temporarily in limbo.
It seems there was something wrong with the service provider or something and all the files are gone.
It was all explained in Fenwick's journal at one time or another. He plans on bringing it back up, but from his journal it sounds like he's having a lot of problems and getting the Chaos Matrix back up is probably really low on his list of priorities.
But, that's not what you wanted to know.
