Basically, if you put someone on ignore, and then respond to their PMs with a clear request for them no longer to PM you, if they continue to PM you you can have them up in front of Tom for harrassment. The system relies, of course, on people being prepared to abide by it - if they aren't, they could, for example, try to register a new suit to get around being ignored. Persistently ignoring somebody's right to ignore you, or not to be PMed by you, is generally a pretty good way to get censured, broadly dissed and ultimately possibly banned.
