Think RAW got it from Burroughs, who tells a story about meeting a guy in Tangiers called Captain Clark, who boasted that on that day, he would have been doing the ferry to Spain every day for 23 years. Then he went off and the ferry sank. Then Burroughs got home and heard about a plane crash on the radio where 23 people had died. The pilot was also called Clark. 23s abound in Uncle Bill's books, as does the phrase "Captain Clark welcomes you aboard", usually preceding something unpleasant.
Don't think Burroughs was the first by a long way though. |
