I'm pasting together a new fanzine at the moment, and naturally a few pages are going to be given over to recommending cool comics.
What I want to do is photocopy some panels from said comics and stick them in (and possibly even on the collage cover). Is this .. allowed? Is it good form? I really wanna do it, but it seems so much like stealing..

(odd how I have none of the same qualms about ripping off photos and non-comix illustrations from here, there and everywhere)

US copyright law specifically allows brief excerpts of prose works to be reprinted without express written permission "for review purposes," while prohibiting all other unauthorized use. I imagine UK law is similar.

You're in the clear, I think, as long as you include a disclaimer somewhere in the text of the 'zine itself: it could be a line of text near each individual co-opted illustration--e.g., "Captain Doofus is (c) and TM Plaid Pyjama Publishing. All rights reserved"--or with a general disclaimer up front--"All copyrighted work herein remains the property of the respective copyright holders: excerpts are preseneted here for review purposes only."

Internationally, you might try looking up the Berne Convention.

I've had some dealings with copyright lawyers recently and that was what I used to tell them to fuck off.
