Obstruction of a police officer in the course of his duty (section 89(2) Police Act 1996).
The crucial thing here is that the cop must be acting in the course of his duty. This does not mean everything a cop does. For example if you are told to move and you refuse, you cannot then be obstructing a police officer in the course of his duty if there was no law requiring you to move in the first place.

does this mean that if a policeman wants to get at some one and tells you to move that you don't have to? human shield, like?

Something of a grey area and heavily weighted in the favour of the police.

Why would the officer be trying to get at someone? The very fact that they have specified an individual (which can be in very loose terms) indicates that they are acting in the execution of their duty. A human sheild would be then be an obstruction.

Remember, police can pursue some one on suspicion of trumped up charges and you have to allow them to do so.
