Why can't we do html text strike-outs on this board? It usually is [s][/s] to get a strikeout, but it doesn't work out here for some reason...

Is there a way to do this here that I'm just not aware of?

You can't use any HTML on this board.

UBB has its own markup language (hence square brackets instead of pointy ones), which has surface similarities to HTML but is an entirely different beast.
