Interesting question. I think that currently moderators primarily delete old or duplicate threads, move things between the topic areas depending on relevance, and perform other largely administrative tasks, and are also, particularly in the less trafficked areas of the site, asked to stimulate discussion with new topics.
So, for example, threads like "bears" in the Head Shop might be moved to the Conversation. There is an argument that some topics or treatments are too inconsequential for the Converstaion, for example "Women", which started bad and got worse.
Problem being, where does one stop? Censoring swearwords? Not allowing Laila or Chrome to express their *ahem* opinions? banning Pin because he is too young, or JtB because he is a Marillion fan?
It's your basic pandora's box...
