I have no clue what the proposal included, but I can tell you that the team of writers who made the proposal including Mark Waid and Tom Peyer along with Grant and Millar. This topic is discussed in some detail by Mark Waid in Warren Ellis' Come In ALone column, which is online somewhere, I have the book.
This event did not have all that much to do with Millar and Morrison writing the X-Men, other than that it alienated them from working at DC, freeing them up to freelance at Marvel instead. (that and them both being writers of great reputation) |
