Totally. That's the cool thing about it. A supposedly powerful, all-knowing central body wanted to enforce a stupid law, and whereas in the past no one would have heard about it, a few people can start a kind of online riot in absolutely no time at all. The other quote of mine (buried at the back) is my favourite... unfortunately I can't dig it up at the moment because there's something weird happening with my browser...
