It really is just SF 2 made better in all the ways you didn't even know it needed.

But does it have a turbo mode? 'Cause little else is better than SFII Turbo when you put in the cheat for 10x turbo.

It has a couple of speeds I think, nothing to match the teeth-shattering insanity of Turbo though. So it loses out in that respect, I reckon. In every other way I can think of though, it's the daddy.
