An art package?
All visual data on a pc is created with pixels.
Photoshop is good.
But best thing to do is search on freshmeat for a package that does exactly what you want.
Well, you can just do it with a 1px pencil type brush i.e. one that isn't anti-aliased, on most paint programs... I don't know of any that are specialised, because you have to do so much work by yourself *anyway* to do pixel art.
