Yeah, I would second the early teens. I got mine at around nine or ten, but my Mom read cards so I was brought up with it. Twelve or so is a good age because there's a slightly longer attention span (which is good for holding interest while learning the meaning of the cards), while still having a sense of wonder about what the cards can do.

I would also suggest getting a deck with clean, simple designs like the Smith/Waite/Rider deck. Too much complex imagery may confuse, thereby leading to boredom or "Oh I just don't get it "

Another nice thing about the Smith/Waite/Rider deck is that it isn't too "butch" or "girly", which is something that will be important to kids in their early teens. Anyone can use it.

Yeah, nice imagery is important. I love my first tarot- it's the Aquarian press deck and at the time the design was brand new. It has lovely wintery colours and haunting images. I used to spend ages just looking at the pictures.

Other decks I like are the Mythic tarot, also by Aquarian (I think), and the James Bond deck, the one they designed for the movie. It has stylized, modern pictures but they are still resonant (as well as kinda funky).
