I think you'll find that it's a radiation monitoring badge. General Groves on the right is modelling the radiation monitoring shoes, which despite an extensive marketing campaign never really caught on with the military.

Actually, Groves is wearing blank shoes, which despite an extensive memetic bombardment campaign never really took off with the Invisibles. Easy mistake to make.
