From the late '80's, and, from memory, about average for Moore (warning: I like Moore, but don't absolutely adore everything he's done, like many - really can't be bothered to go through 'Watchmen' again), and quite nicely off-kilter. My memory of reading it (I don't actually remember much of the story, so much as the feeling/experience of it), was something akin to 'Metabarons' in a 'looks bad from the outside, but from their mentality, all is well' way, except that all is not well.
