Democracy, blowing up citizens in

I posted this question in a different forum a while ago, but never really got any satisfactory answer. Inspired by the recent discussion about terrorist groups, I thought maybe the Barbelithuanians could take a crack at it.

Basically, the argument goes like this (and this is a theoretical argument, not necessarily my opinion):
In a democracy, the people elect their leaders, and are therefore responsible for what the leaders do. The leaders command the armies and so are responsible for what they do. Therefore the people are responsible for what the army is doing. Since they are responsible, they are in fact the aggressor, and are therefore legitimite targets.
Ergo, terrorism is justified if the enemy is a democracy.

Sorry, doesn't work. You could use the same argument to justify terrorism in a communist and socialist system too. In fact, you'd be better off applying your theory to communist systems of government because the citizens of such a system would be even more directly responsible for the government's actions.

If we use the logic of your statement, then terrorism would be the duty of a citizen of a democracy. Why? Because it is the duty of a citizen in a democracy to ensure that the government's actions reflect the will of the people. If using peaceful means is not successful, one could argue that recourse to armed insurrection is the only avenue left for a true democratic system to reinforce the will of the people it is meant to represent. Through forceful removal of leadership that has failed to follow the democratic principle. Not only would this allow a government to be elected that more accurately reflects the common will, but it would serve as a deterent to future abuses of government.

Of course, this all looks wonderful on paper.
