i also have a system to eliminate those pesky penalty shoot-outs. i rekkun the game should be decided by open play, so...
at the end of regulation time. each team takes off all players who recieved a yellow card, then teams play ten minute periods, removing two more players per team each period. soon it'll get down to four or five players and surely a goal will come from that! this also takes up fifa's banner of 'fair play' [but may make contentious yellow cards an issue]. still, gotta be better than penalties - look at the fa cup final this year: arsenal only really had one form player and it happened to be the 'keeper. wrong result there (this from someone who was rather hoping *both* teams could lose!) surely man u would have won under this system..?
i wrote this idea out in full and sent it to my association, but never heard a thing.
