Well, I live there (here). What do you exactly mean with "child friendly". Truth is that you won't see a lot of children by the street. But I guess you won't see a lot of children in any big city; and, anyway, there aren't a lot of children here (we are the country with the lowest natality rate in the world).
But it's a safe city, and there are parks to play, there are good schools, public and private, and so much activities for children as in any big city.

Oops, must have missed this... I live in Barcelona rather than Madrid, but I would say that on the whole Spain is a bit more child-friendly than the UK. Family is a big thing here, so there's less arseyness about bringing the kids with you when you go out.
