It doesn't look overtly military related to me. The scorpion pretty much looks like regular flash art you pick off the wall of your tattoo shop, and then the flag shows his Israeli heritage? And then that's probably his name or a buddy's name there.
Not much coming up other than two interesting points. 1) Tattoos are forbidden under Jewish law. 2) Scorpions form part of a reference to Jewish exile.
