JP Saticoy - Man, Myth or Legend?

For those of you who have looked through the liner notes of or listened to Powerman 5000's album Tonight The Stars Revolt should be familiar with the following quote, taken from the book An Eye is Upon You by JP Saticoy (1947):

Spinning complacently in the darkness
Covered and blinded by a blanket of little lives,
False security has lulled the madness of this world into a slumber
Wake up!!
An eye is upon you
Staring straight down and keenly through,
Seeing all that you are and everything that you will never be.
Yes, an eye is upon you, an eye ready to blink.
So face forward, with arms wide open and mind reeling. Your future has arrived ...
Are you ready to go?

I have looked through what online resources I could find, and find nothing relating to the book; only to the band or the quote in a sig.

Has anyone found any pertinent information about JP Saticoy or his book?

Any views on its authenticity? It is quite possible that An Eye is Upon You is merely a fictional book, much like HP Lovecraft's Necronomicon.

I did a google on 'J P Saticoy' and found thsi interview which touches on Saticoy (there is an irritating flash ad at first but you can just click past it to the main interview - you may already have seen this of course). It isn't particularly revealing about whether the book is actually real or not but gives more of the band's story:

IGN: All I know is that you found some weird tome by this guy JP Saticoy in some used bookstore somewhere.

Spider: Exactly! That's sort of the short version, which is essentially the beginning and end of it. With all the resources out there and people searching, myself included, it sort of begins and ends with that. We haven't been able to find anything else pertaining to or written by [JP Saticoy]. It's kind of like this cool little mystery that has begun with this guy. There was no like publishing information or anything like that in the book. So I just wonder if it's like some kind of bizarre one time thing that I found that doesn't exist anyplace else.
