All you need is enough people to back you up. If I declare this tin can worth 1 million dollars and can convince enough people that it is then I have a tin can worth 1 million dollars, even if I paid 5$ for it. If I declare myself king and have enough followers then I am just as legitimate as some twit who is king just cause he popped out of some girl who has had every conviced that she is queen because she came from a queen and/or king back through her geneology ad infinitum.
