I don't think it's a very good idea, simply because there are easier ways of doing the same thing. Like using any standard explosive to blow a hole in the ship.
If it's going to be a real invention, it needs to either do something completely new, or do the same as something else, but more efficiently.
The caesium bomb does the same as any missile or grenade, but would probably cost more to develop, produce and deploy.
