Invisibles Previews Inconsistency

Searching Google, I came across this preview for the Invisible Kingdom storyline:

Things move faster with the coming of the new millennium in Grant Morrison's Invisibles. As 'Karmageddon' concludes, the series will feature a reunion of both Invisibles artists, including Phil Jiminez, Chris Weston, Jill Thompson and Philip Bond as well as the return of Ragged Robin and Boy before the final issue which features art by Morrison's Flex Mentallo and JLA Earth II partner, Frank Quietly.

The Invisibles Volume 3 #4

Grant Morrison/Steve Yeowell/Jill Thompson/John Ridgway/Steve Parkhouse/Philip Bond/Ashley Wood The countdown continues with Part 1 of the 3-part "The Invisible Kingdom," featuring contributions by nearly every artist ever associated with the series. And it's a reunion in more ways than one. Ragged Robin, former group leader and telepathic witch, returns from the future coveting secret information that could change the 21st century ó not to mention King Mob's psychedelic-Romeo lifestyle. Past contributors Steve Yeowell, Jill Thompson, John Ridgway, Steve Parkhouse, and Philip Bond are joined by Ashley Wood (Spawn, Dark Horse Presents) as the Hand of Glory reactivates, the Harliquinade reveals its true identity, and the Invisibles are put to the test as the Royal Monster gets closer to taking over the throne.

So, what's the deal with this? Obviously, Robin didn't come back until issue 1, and Boy didn't make it back before Glitterdammerung either. Was this just blatant lying on DC's part, a change in Grant's plans? Was this sort of inaccuracy common in Invisibles solicitations back when the series was running?

I usually read the Previews just for fun, as they often seem to have nothing to do with the issue in question, and usually make it sound awful. (Not just Invisibles, but a number of titles)

...I think they just write them based on little information long in advance. Maybe they ask the author for a quick blurb?

Combination of things. The third series ran consistently late, and DC would often have to enter solicitation copy without the completed book in hand—based (probably) on information from Grant, who was (a) making it all up as he went along, and (b) a notorious liar.

The solicits for INVISIBLES, throughout its run, often bore little resemblance to what ended up in the book—which is understandable: the series has a lot more shape and coherence in TPB, but when you're experiencing it in (quasi-) monthly installments, it's pften difficult to sum up in two sentences what any given issue is "about."

Some of the Filth previews were very innaccurate too. Like saying how in the Max Thunderstone issue we meet Mother Dirt and learn the secrets of the universe. Not even close!
