I have been pondering about a strange statement taken from Stuart Moore's A Thousand Flowers

"It probably would have featured The Whip, a character from Flash Comics #1 that we almost had Grant Morrison convinced to revive. Some of Grant’s ideas for that eventually wound up in The Invisibles"
What were Morrison's ideas for the Whip character? And how did the Zorro like Whip ideas figure into the Invisibles? King Mob possibly?

The Whip was mooted as a possible GM project way back in '92 in a Comic World interview.

Grant Morrison in Anarchy For The Masses:

"The King Mob character was based on... DC had an old character called The Whip from the '40s. No one had ever touched it; I found it and thought that was great, I can do this real kind of S&M superhero. The Whip is basically King Mob. The original designs for that, I just had this character who was bald and based on the fetish stuff at the time, which again was established in the underground and magazines like Skin Two."
