So my brother's amazing friend wants to buy him a PS2 from the States but he has a load of British games and DVD's. Can he play them on it, if not is there a way (there than getting it chipped to high hell)?

No, and yes, probably. As Sony are chopping the UK price of the PS2 to £140, the savings may not be worth the hassle.

You can get software that will play the DVDs on the console. Name escapes me at the moment, but it comes with a memory card and a disc you put in at booting. It'll play US DVDs, apparently without any drama - though you may want to check that your TV accepts NTSC signal just in case - I've never watched a US DVD on mine (only the UK ones - Australia and the UK are in different zones) but the colours/resolution could appear fucked-up.

As for the games? They won't work without chipping, afaik.

Here we are: this will play the DVDs. As the page says, if you're connecting the PS2 to the TV via SCART cable, no worries.

Thanks Rothkoid (and Ignatius), I appreciate your help but I think I'm going to advise against buying a US version. Why they can't make the same hardware is beyond me.

I think the answer you're looking for, Anna, is "because Sony are moneygrabbing bastards". Basically. Why release software simultaneously across regions in equal versions when you can fuck Europe over a pool table with lousy ports? OK, so ports are less lousy these days, but really, it's the same as the DVD regions thing.
