She's everywhere, isn't she? I thought that was kind of the point. Each writer defines her as best they can from what's been discussed, and we see how she turns out.

Neither; she's an interdimensional adventurer (she exists in all dimensions at the same time, I think) with features that are vaguely but not quite Asiatic. My inner Jenny is sort of like a slenderer-than-average Aleutian or taller-than-average Guatemalan.

The main hallmarks are the goggles, the scarf, short hair, and a liking for toast.

Oh, ok. Fine. Jenny was designed so that two stories might have her with two completely different nationalities, professions, likes, dislikes, back story, sexual preferences, etc. and still be Jenny stories. Basically, because we have allowed the character to be used by anyone free of editorial constraints, we had to create a way in which she could fit any story. You can do whatever you want with her without asking permission (I expect one day someone will kill her off), though if you do have any questions, we can give our opinions. We just can't give facts, because there are none.

Grant just gave the basic visual cues of Jenny, though even those aren't necessary, or enforceable. However, the more of them you have, the likelier your odds of getting the story accepted on the website.
