Monk, OCD and "Mental Illness" representation on TV

First, thats an awful representation of obsessive compulsive disoreder, (from my experience at least), and secondly does EVERY mentally disturbed character on television have to be represented by the single sartorial signal of having the top button on their shirt done up when they are not even wearing a tie?

I mean, i thought until recently that this was a purely British TV phenomenon.

Jings.

Sorry - can you explain this a little more? I don't actually understand what Monk is, and if I did and could watch the programme I might have something to say about it because I have lengthy personal experience of OCD. Full title, precis or mission statement, channel, stuff like that, might be useful.
