There's currently some controversy in Canada about a law there which legalizes copying recordings for personal use, but places a tax on recordable media that is meant to be redistributed to artists to make up for the loss of royalties coming from record sales. The tax is currently being renegotiated for 2003 to increase the from the 2001 fee of CN$0.21 to a proposed CN$0.59. There is an article here about the problems many people are having with the proposed tax hike, as well as charges that the group responsible for collecting these taxes have yet to redistribute any of that money.
What do you make of this? Is this potentially a fair law which isn't being executed properly, or just another failed attempt at regulating digital pirating?
Also, just how does the CPCC plan on fairly and accurately redistributing the money to artists, labels, and publishing companies? |
