i can certainly see the resemblance, especially with the heart, but just who or what is this Scud character, i've not come across he/r/it before.

Interesting. Is SCUD pre- or post-DP?

In the future, assassins will be available from vending machines.

I looked over the site and I don't see any dates except that SCUD is copyright 1996 Rob Schrab. Making it Pre-DP, yes?

(A friend gave me a TPB of SCUD, and I haven't seen it or thought about it in ages. Until last night, when I finally got around to reading Doom Patrol - I'd looked at it before, but the issues I was given are those with the brotherhood of dada, whom I took to be the heroes. Took me a while to figure out who Doom Patrol were. SCUD, by the way, is pop-referential, hilarious, hyperviolent and fun. )

Nah, Morisson's run on Doom Patrol was early 90's pre-Vertigo, with the Brotherhood of Dada issues probably closer to 1991 if not earlier. I remember The Invisibles volume one being finished by summer '96, so DP was several years before that.

First appearance of Mr Nobody was in '89.
